ADR Program Medical-Legal Expert Evaluator
Designated neutral evaluator for Alternative Dispute Resolution proceedings in California workers' compensation — providing authoritative, defensible medical-legal opinions that resolve disputed industrial injury claims.
What Is ADR Evaluation
California's workers' compensation Alternative Dispute Resolution program allows employers and labor organizations to establish private dispute resolution systems in place of the standard WCAB process. Within those systems, a designated ADR evaluator functions as the medical-legal authority — providing binding or advisory opinions on causation, apportionment, permanent disability, and treatment necessity.
ADR evaluations demand the same forensic rigor as QME and AME opinions, but operate under the procedural framework of the applicable ADR agreement. The evaluator must be credentialed, experienced in industrial injury medicine, and capable of producing a report that withstands scrutiny from both labor and management representatives.
Dr. Dickman's Qualifications
With 25 years as a California State Appointed Qualified Medical Examiner and membership on the Nevada Rotating Panel of Rating Physicians, Dr. Dickman brings the full depth of industrial injury medicine to ADR proceedings. His evaluations integrate AMA Guides 5th and 6th Edition impairment methodology, FDA-cleared AOMSI biomechanical analysis assisted by FDA-cleared diagnostic protocols and software tools, and age-dating of disc pathology — producing opinions that are internally consistent, causation-grounded, and litigation-ready.
Evaluations are conducted under the applicable ADR agreement framework. Reports address causation, apportionment of pre-existing degeneration, permanent disability rating, and treatment necessity — the full scope of disputed industrial injury issues.
